Lights, Camera, Incorporation!
East Palo Alto Film Festival

Film Festival and Cable Series Celebrate 20 Years of Incorporation

The East Palo Alto 20th Anniversary Film Festival takes place on the weekend of September 13th and 14th as part of the 20th anniversary celebration of the incorporation of the City of East Palo Alto. Close to 20 films will be shown, reflecting dramatic changes of the past two decades. The variety of programs provide a set of perspectives as never assembled before on the diversity, creativity, challenges and successes of the City and people of East Palo Alto. The films will also be shown as a weekly program on The Media Center's Channel 27 and 28.

The Festival and the Cable Series are part of a larger celebration of twenty years of cityhood. The celebration began on July 1st, the actual day of incorporation, and concludes with an outdoors weekend celebration on September 13th and 14th. The Festival and Media Center series are the first time an array of films on the city will be shown together as a program, revealing different takes on the complex and sometimes controversial city. The Festival is free of charge to all attendees.

Volunteers Still Needed to Help With Event

More films have been made in and about East Palo Alto than one might suspect for a small city of 30,000. Review and selection of films is in progress by a group residents who form a subcommittee that is part of the larger 20th Anniversary General Committee. City Director of Community Services Meda Okelo is guiding the overall celebration and community activist William Webster is chairing the Festival subcommittee. However, there is a still a great need for volunteers to make the Festival happen. Help is needed with publicity, outreach and on the day of the Festival itself.

Report on the Review and Approval Process for the
2003-2004 Budget

Malonga Casquelourd
City Budget

Malonga Casquelourd
By Dennis Parker,
Community Advocate

Between June 2 and June 17th the City of East Palo Alto met five times to review the proposed new budget and hear comments from the public. Final approval was made at the June 17 meeting. Like most cities in California, East Palo Alto had to tighten the belt this year to adjust for reduced income. We are fortunate that Community Advocate Dennis Parker was able to attend and report on the final three meetings so residents can better understand the issues at hand and the hard choices to be made.

"A wonderful friend who freely, joyfully and expertly taught us all how to dance."

Please email your thoughts and reflections to memory@epa.net to create a Memory Book for the Casquelourd family.

Dear friends,

I knew Malonga Casquelourd for over 25 years since he first came to East Palo Alto and taught Congolese dance and drums. I was there when we used the abandoned Ravenswood High School from 1977-1979. He was a very dear man and a wonderful friend who freely, joyfully and expertly taught us all how to dance.

I am an artist who grew up in East Palo Alto during the time when drugs, murder, gangs and violence were at an all-time high. Growing up in EPA was not easy for any young person. The city seemed like an unsettled war zone. Drug dealing on corners brought addicts and gang into our neighborhoods. The sound of gunshots, sirens, and screeching cars from all corners of the city was a nightly event. Growing up with these sounds and images had an effect on me. I think it made me grow up sooner and my childhood passed me by more quickly than the normal child. The sights and sounds of poverty and violence had become commonplace in my mind.
